Guessing that you are on about the M1 extension at Leeds, it opened in 1999. (Have a look at any Motorway Database page for opening dates.)

Before it opened the M1 went into central Leeds, terminating at what is now M621 J3. It didn't end on the M621 as such; there wasn't full access between the two motorways. They just both terminated at the same point and dumped all their traffic onto Dewsbury Road.
Ah yes! J3... well that proves my thoughts then...
Whenever i am on the westbound M621 i get 2 j3 and traffic on the M621 ends up merging with traffic from the dewsbury road, so I had been thinking if the section from the dewsbury road was newer, and never used to be there.... and it seems my thoughts were right!

6th March 1998 - A548 Flintshire Bridge opened, bypassing what's now the B5129 (ex-A548) though Shotton and Connah's Quay.
July 1992 - A41 Whitchurch (nothern Shropshire) bypass opens.

July 1996 Medway Tunnel opens as unclassified road (with 6 foot width restriction and 40mph speed limit) between Anthony's Way and the half-built GSJ for the Maritime Way A231 spur

A991/Dundee Inner Ring Road/Marketgait becomes full loop with completion of section from Victoria Road to the Circle at the East Port.

Haven't a clue what year the Tunnel was completed though, may have been '96 if the publication of this report is anything to go by

1996 - A27 Brighton Bypass, so some bits built before this
1996 - A27 Patching Junction
1992 - A27 Westhampnett Bypass (I think)
1993 - A27 Crossbush Bypass
1990's- whole of A23 from A27 to M23 upgraded/realigned except Handcross to Warninglid section.

ahh, those were the days.....

I remember the a13/A176 5 Bells being completed in 1993 and the queues where it went from D2 to Narrow S2 while they rebuilt this and the old diversions while they carved up the old roundabout
