I'll reply here because I don't know. I'll just give my thoughts.

It's UK signs and markings and a typical row of cars in a UK car park.

The architecture doesn't look typical though (at least in places I know). Looks almost Italian and I first thought of Portmeirion, although it's not there as the buildings would have to be more fancy still and not all that closely joined together. Haydn's comments suggest it's something you saw together on an extended roaptrip.

And what's that blue in the sky? Surely not here after all.

I can confirm that rather bizarrely, the lady is carrying a green co-op bag for life. Does that help at all? Oh, and the architecture is described as Georgian.

I wonder how old the picture is? There's a Sierra, a couple of later model Escorts, a late 90's Vectra, a Hyundai Accent or Coupe. The newest cars appear to be the previous generation Passat and a final shape Vectra at the far end.

The parking (and to some extent the architecture) made me think of this street in Leominster.

Number plates look blanked out, which makes me think they'd give the game away, tin rooves too so presumably one of the islands somewhere.

I hadn't spotted the Vectra, but I did consider blanking the Passats lights to make it look older.
The Photo does not date from 2004.
I STILL only have the one PM, from Peter. I'm sure several other people on here should be able to get it though. Glen - where is so obvious you wouldn't dare guess? PM please!

Ok, over 24hours on, here's a little clue. Go due south from Craignure, and you should end up within half a mile or thereabouts of the picture's location. That's south in degrees and minutes, not on OS grid lines.

And there was me thinking you are the expert on cars. As for the Passat I've seen several pre-facelift cars of that model with the later twin round style back lights fitted. The other cars yet to be mentioned is the heavily modified yellow 205, a mk1 Focus next to it and a 1990's Japo thing between the two Escorts. The red car behind the lady's head could be a mk3 Fiesta.

You should have used this picture in your spot the car quiz. I would easily have been the winner. Next.....:lol:

But I have found another photo of a very similar view of the same street to confirm my initial assumption was correct.
