Spotted on the A57 Hyde Road approaching the M60/M67 junction.

Notice also the distinct lack of yellow lines... They are there, but they're extremely faint.

Those swirls on the sign face are not JPEG artefacts, but rather the pattern of the reflective backing playing tricks with the downscaling of the photos.

Which can be mitigated by downsampling by 25% 50% or 75% first then again until the desired size is reached.

The rule I generally work to and was advised by a lighting engineer was anything up to 1metre square should be ok on a lamp column so repeater and terminal signs by default I look for the nearest column.

You get streetlights however that are controlled by other external consultants and to put stuff on them (anything including chaining survey cameras to them) you have to get written permission. Nonsense but I've heard of it.

Doesn't happen in Calderdale, we always aim for LCs when erecting small signs.

Whoever signed a contract imposing such an onerous condition has really been promoted far above their abilities IMO.
