At least people are less likely to relieve themselves or attack you on a bridge than in an underpass.

If I were king I'd ban U-turning pedestrian bridges. If a bridge has to be that indirect it should be an underpass (a nice one as per Bryn) or a signalised crossing.

Absolutely, or dig the road down and under - this is also done by the Dutch, because they understand that walking and cycling needs to minimise the number of gradient changes as well as indirect routes. We know how to do this, Stevenage is covered with excellent (albeit unused, because the exact same principles were applied to driving making that far more convenient undermining the whole notion of a new town where you didn't need to drive ).
You design for the movement you want, basically. If you build giant roads that are impossible to cross easily, you get more traffic jams and not a lot else. If you build sensible sized roads that are permeable, you get a mixed mode environment and a better experience for everyone. Obviously a high speed dual carriageway is not where you want pedestrians, so building these god awful bridges just creates a barrier nobody likes.
