I can think of a couple in France:-
Fort Mahon and Locronan.

As far as I'm aware, there are no permanent traffic lights anywhere in Orkney, unless something's changed recently. There have been discussions about installing some in Kirkwall, at a particularly busy junction which pedestrians struggle to cross at, but I don't think it's ever happened. There have, of course, been temporary traffic lights on occasions during roadworks - even on some of the outer isles with very tiny populations!

I was in Orkney a few weeks ago and I'm trying to remember whether or not I saw any lights in Kirkwall. I don't think I did but there were a few zebra crossings.

The other thing I noticed up there is the fact that nearly everyone sticks to 60 on the main roads unless there's a reason not to. Same with the Scottish mainland around there.

Quite often I was doing 60 and I'd be the slowest person around but unlike everyone in Fife who insists in holding up traffic I pulled over if someone wanted past.

Attenborough in Nottinghamshire doesn't have any. there are traffic lights at the ends of Long Lane and Attenborough Road where the junctions with the A6005 are, but they are before the 'Attenborough' signs. there is an at-grade level crossing, but thats it
