That was my first thought, but I thought the M1 and therefore presumably the M45 were built with hard shoulders?

Burns is correct with the speed limit and it's nowhere near Luton. I should also mention that the view has changed considerably.

It depends if you mean the section pictured? As I mentioned earlier this short section survives as an oxbow with the new road running immediately beside it to the left to smooth out the bend. The road itself isn't bypassed and is a main artery.

To recap:

It's an A4xxx in an urban area which is now a D2 running to the left of the section pictured which is now an oxbow with a much more important road crossing over it near the bend in the distance. The only thing that hasn't changed is the tree on the right which is now in someone's garden.
