Wow a few comments added since my post on the Windsor and Eton Relief Road. To answer some of the questions, the reason it was installed was the short merge before the bridge over the River Thames and there were a lot of accidents where vehicles merging in lane one, cause vehicles already in lane one to move to lane two quickly and without looking, hitting vehicles in lane two.
The reason why the Maidenhead Road junction is grade seperated is because there was a grand plan to carry it along Imperial Road, past Windsor Cemetery and join the Winkfield Road near Legoland, former safari park entrance, in the late 50's early 60's when it was designed and built. However the Crown Estates put a stop to that!

^ Ah, it was a 60's road, not a 90's! So you were just fixing the merge problem that had developed.
There are such a lot of these unfinished plans ... Mice and Men! The route southwards that you describe could have become another M3-to-M4 link, like the M3-M4 and M4-M40 links we talk about so often. What a shame.
