The A954 was allocated to High Road in Newport-on-Tay, which allowed traffic to bypass what was then the terminal to the Dundee ferry on Boat Brae / Boat Road. None of the contemporary OS Maps ever number this road before 1966 at which point it is numbered on the 1:2500 sheet as being the (A)914. Boat Road is still correctly numbered as the A914. Since the Tay Road Bridge opened in 1966, High Road has been part of the extended B946, and now forms part of a one way system, carrying westbound traffic while Boat Brae carries east bound.
Although the road was listed in the 1922 Road Lists it is clearly a late entry. The other A95x roads are in Aberdeenshire or Banffshire and the road is not marked on the corresponding MOT Map at all, even as a local road.
