Cheltenham (officially Cheltenham Spa) is a spa town in Gloucestershire on the edge of the Cotswolds. It is famous for its Ladies College and its annual Racemeeting. It also boasts fine examples of Regency architecture.
In the 1960s plans were made for a ring road, or Primary Distributor Road as official documents call it, around the town centre. This would have handled all through traffic not visiting the town centre. An outer bypass was deemed to be ineffective as the vast majority of traffic was travelling within the town rather than passing through it and a traffic management scheme using existing streets was also ruled out as lacking capacity. The only thing that would provide adequate capacity is a purpose built dual carriageway with two level junctions. The road as planned would have to cut through existing built areas including the loss of some Regency era buildings and it came as no surprise that this would attract a large number of objections. The plans went to a public local inquiry. The outcome of the inquiry is unclear other than recommendations were made to alter the plans before they could receive approval.
In the end the road was never built and the ring road we've ended up with is cobbled together out of existing roads, something which was rejected in the 1960s!
