Description:Traffic lights at A82 - A830 junction

Some years ago the roads either side of the traffic lights at the junction of the A82 and A830 were resurfaced with some sort of surface with presumably a better grips. This has been detiorating for some years and is now quite rough. Is this normal for this type of surface? Does it indicate poor design? poor workmanship? poor maintenance?
