Description:Strange speed limit sign, St.Brelade Jersey

I have no idea what this sign means however I would understand if a normal 20mph sign is used instead as this is a residential neighbourhood!

Edit for explanation: This means that the 20mph limit is cancelled and the NSL limit once again applies. However some of these signs are outdated since the road they adjoin is now a 30mph limit.
