I don't know how long the rest area has been open but there was no grass, only bare dirt so presumably not very long. The walk up to the viewing area is a bit tough in the heat but well worth it.

Gantry mounted variable speed limit signs are in the middle distance, with the towers of the central section of the bridge just visible to the right of the railing in the far distance.
