The Council of the Isles of Scilly is the Highway Authority for all the roads in the Isles of Scilly.

It lies within the historic county of Cornwall.

The only classified roads, and the only roads of S2 standard, are on the island of St Mary's. The A3110, A3111 and A3112 are S2 for the most part, with S1 in places. Their road numbers are unsigned throughout - indeed there are very little TSRGD-defined road signs throughout the islands, with the exception of some warning signs around the school on St Mary's, and some parking restriction signs in Hugh Town. Directions are signposted according to a local format.

The national speed limit applies throughout the Isles of Scilly, including in Hugh Town, although, practically, it would be difficult for a vehicle to exceed 35 mph anywhere.

Traffic is limited, partially because of the short distances on the islands, but also because there are no ro-ro vehicle ferries to the islands. All vehicles bound for St Mary's from the mainland must be craned on and off the Gry Maritha freight vessel.

The only other islands to have adopted, unclassified, roads are St Agnes and St Martin's. Tresco and Bryher have motorable roads, but these are unadopted. All roads on the outer islands are of S1 standard, very narrow in places, for the most part are made of concrete, and see very little traffic.
