The report gives no information about the pipeline schemes beyond what was in the RIS2 document. It's the same 32 schemes.
The OP lists only 30 schemes as it excludes the already delivered A21 scheme, and has merged the M6 Junction 22 and Manchester South East Junction improvements schemes through copy-paste error.

No, it's another iteration of the Austhorpe shambles - someone's realised that although they've given planning permission to build the ELOR and a massive amount of new housing, the junction still isn't going to cope.
It's mentioned in more detail here where it talks about upgrading the links from the M1 to support the new road and houses:

Perhaps this will be as simple as new south facing sliproads directly to the M1 dumbbell. It's a struggle to see what else could be done without un-doing a lot of the MLLR works - certainly I wouldn't have been in a rush to buy one of the new houses next to the Springs....

Does anyone know what the A19 plans are, it's just something that's popped out of nowhere recently. Be interesting if it is grade separation what the plans for Moor Farm are as just doing A19 to A19 won't fix much as a lot of the traffic goes A19 to A189 in both directions on the A19 (Most A19 to A19 traffic will likely have cut the corner along the A1056 or used the Tunnel). Seaton Burn is also awfully close to the A1 unless it's only A1(S) to A19 being grade separated, there's already lights dealing with the merge.

Seaton Burn was in the programme about 10-15 years ago but I never managed to discover what layout was proposed, or which movements would have been free-flow. Yeah I believe Moor Farm was too actually, don't think they really got anywhere at the time though instead going for traffic light 'improvements' with Silverlink. Be interesting to see how much money they wasted over the years on them. Moor Farm being done twice in the last 10 years and Silverlink in 2012'ish before being finally done properly a few years later.

The former is a placeholder, and could be quite small or very large, depending on how many of the half dozen or so remaining A303 improvements are included. The latter are presumably pending a political decision about smart motorways.
A strange one is the A19 New Tees Crossing, which HE are looking to procure at £396,000,000 when it isn't even a pipeline scheme, technically speaking.

So looking at the list Doncaster to Darrington A1 is £1.1 billion surely that’s going to be a complete new offline route to the M18? It’s only slightly less that the whole A14 upgrade......

Well the new A14 was 21 miles long. Will all of these actually ever happen? The Green/eco friendly tide is turning against new or major road upgrades. Wales seems to have set the ball rolling, others may follow over the next few years.

What does the Leicester Western Access Scheme consist off?

I used to drive it daily 2015-2018, yes there is definitely a need. This also includes an extension of the A5460 which could link to the A47 for development
