I hope you're right.
The entire A64 should have been dualled many years ago. The plan to dual the entire road up to the start of the Seamer bypass was shelved 25 years ago. The much more limited proposals in terms of distance shouldn't be shelved/scrapped this time round.

But shouldn't it be dualed all the way to seamer, or at least to the A1039 where the traffic to Filey leaves the A64?

Ideally yes, but in proactise the traffic splits in two at Malton, half to Pickering half to Scarborough, so realistically decent SC with bypasses would do. As the section to Sand Hutton section is entirely within York City Council, couldn't York press ahead themselves on that bit?

It's not their road. As a trunk road, it's the responsibility of Highways England, regardless which local authority districts it passes through. York City Council don't have the power to do anything with it, even if they had the money and the will (which I suspect they don't).

It doesn't need it. Traffic levels between Norton and Staxton are only about half of traffic levels between Malton and Hopgrove, and there is less suppressed demand as well. The only usual sources of any hold-up east of Norton are the traffic lights in Rillington and Sherburn (and the speed limits through those villages). "With the decision on the first dualling of the A64 for over forty years due in January, Filey's MP Kevin Hollinrake has arranged for Roads Minister, Baroness Vere, to travel down the A64 to see first-hand the dire need for upgrading and to meet with the A64 Growth Partnership to make sure all local voices are being heard.
Following the visit during the election campaign, the Partnership and local MP’s Mr Hollinrake, Robert Goodwill and Julian Sturdy say they are making a further submission to the Secretary of State for Transport with the latest information to help make the compelling case for improving and upgrading this stretch of road.
Transport Ministers will decide in January which projects will be included in the next Road Investment Strategy (RIS2) as part of the long-term programme to improve England’s motorways and major roads post-2020"

This is an interesting observation, as it shows the under-representation of rural England... Greater London has 73 MPs, and this doesn't cover the whole of the M25 - the relevant part of Yorkshire has three (York Inner, York Outer and Thirsk&Malton)The Programme Director for Capital Projects at York NHS Trust, James Hayward, informed the Roads Minister that all of the Trust’s sites are located along the A64 corridor over an area the same size as that within the M25.

Let’s hope the A64 gets the funding although it’s painfully slow progress, the other issue is all the talk is of Hopgrove to Barton which is great but it’s an aspiration of the local leaders to get the full York to a Malton dualled and that must include Crambeck to Malton as this would provide a dualled A64 right up to Malton where the A169 takes a good chunk towards Whitby, if it’s just Hopgrove to Barton we will see the Hopgrove queues form at Crambeck as it would be the first pinch point...
Also from a safety point of view it seems some work is getting done to reduce speed limits and create village gateways not sure exactly what’s planned but it covers Welburn/Crambeck which had 4 pedestrian fatalities within a month a few years ago, it also covers Rillington and Scampston which again the bridge just outside Rillington was the scene of a horrendous accident claiming 4 lives, only last week another fatal accident near Seamer, as an interim measure anything is welcome but the ultimate thing is dualling to Malton then bypasses east of Malton with safe overtaking options.
