It's the first time I've ever heard that excuse! What does that even mean?
From seeing the site, I suspect what it means is that the slopes were too steep. They had to cut into several hillocks to make the flat site, and I suspect that the resultant slopes were too steep for the actual soil conditions they found, and have had to buy more land to get the room needed to do it right. But that's speculation.
