Typical response from the morally and ethically bankrupt thing that property developers are these days. No legal obligation therefore we won't do it. They criticise HE for not participating in the agreement. Unless it is something else they mean, HE completed a full m/way junction with stubs and planted 3000 trees. What more do Delta want from them?

Its a bit like the situation where a parent hasn't been firm enough with their child in the early years but then be all surprised when the are permanently behaving badly as a teenager. Once a child has been given firm boundaries the chances they will consistently become a problem later on is much reduced.
As things stand the developers know they have the upper hand. Sit there and make a lot of noise saying its the Governments fault and blaming HE for all the lorries on local roads rather than take responsibility for building the link road is basically behaving like a spoilt child. However as I said above this is only possible because Governments have tried to offload all responsibility for regulating or constraining developers behaviour in the pursuit of the "all development = good" mentality.

You could tell the developers this restriction will be introduced in (say) 4 months. After that date, any vans or lorries over 3 tonnes will not be legal on A403.
Of course if those developers were to spend those 4 months building and opening the red dotted line connection to M49 J1, the vans and lorries will have continuous access, now via M49.

Unless the A403 was structurally deficient, then no, as environmental weight limits have an except for access caveat. Doubt it! My chaotic side suggests this should be another black mark against the top brass at HE for ever believing developers would do their side of the bargain and not forcing the issue, meaning they've spaffed millions for nowt as it stands, along with their failure to handle the PR around smart motorways as well.
No wonder Jim O'Sullivan is quitting this year, he must know something is about to go down. Nice work if you can get it though, his earnings last year were at least £380,000.

This junction reminds me of the M1 junction 45 at Leeds, question is how many years will this junction be left before anything actually connects to it and it actually becomes useful!?

It crossed my mind too. The difference is that J45 was built on a new build motorway and the cost was fairly minor in the context of a huge project. The M49 was a brand new junction and all costs were for said junction. J45 was also built knowing it wouldn't be used for a number of years.

Sounds like what happens with the current and previous governments from May 2010 onwards giving contracts to their mates. Highly likely to be a bunch of snouts in the trough lawyers, willing to exploit the situation to make a tonne of cash at taxpayers expense if the HE try to do anything about it.

The West of England Combined Authority has allocated £1million to complete the link roads at the Avonmouth junction but they say that the work will take 1 year to complete.

"Misery" is a bit of a strong word! I know the drive along the A403 from Avonmouth can be a little bit grim on the scenery side, but...
