The quickest way I can think of to improve matters is for ORR to set up some sort of roadworks "police" force
I or someone I know, may have been an unofficial roadworks 'police' on occasion. Identical local and HA (as was) yellow diversion signs, pointing in opposite directions at a rbt. At midnight, the local sign seemed less important so, I er, the someone I know may have laid it flat. Emails to HA weren't replied to but, soon after, the HA signs had M3 traffic added. I'm going to assume it was down to me him. Other sign modifications have been carried out elsewhere..... so I'm told.
