I got that impression on the M1 J26. Council reduced the A610 to 40 both sides of the junction, however the roundabout remains NSL to this day. I wander if the council didn't want the bother to go to the HA at the time or HA disagreed with changing the speed limit.
HE seem notably more reluctant to drop speed limits than the local authorities. A38 between Bassetts Pole and Weeford remained at 70 until HE handed it over to Staffordshire, at which point it got reduced to 60 with average speed cameras. There *is* an HE-controlled section of A38 reduced to 60 at Branston, just south of Burton, due (I'd imagine) to the industrial/trading estate entrances on the northbound carriageway. But the limit also applies southbound, which is free of such accesses. There are no flat crossover junctions here.
