Lower Thames Crossing number

Lower Thames Crossing number

Sorry if this has been on before, can't see it from a quick scan, but any clues to the number of the Lower Thames Crossing? It is to run as a D3M from M25 north of the Thames around the east of Tilbury and then to M2 / A2 junction.

It could be a back numbering of the M2 but would require full junction renumbering. Or it could be M24 or M13 or something I guess.
