Largest settlement with neither a roundabout, nor traffic lights

As an aside Bala has no traffic signals (aside from crossings) and the nearest "proper" (not mini or housing estate) roundabout is at the A494/A470 junction in Dolgellau (17 miles away). This is an improvement since before the Dolgellau bypass was modified the nearest roundabouts were 21 miles away in Blaenau Ffestiniog or Llandegla.

Bala has a Driving Test Centre...

Swanage, pop 9600, has 2 mini rbts and 1 set of traffic lights - since 1994 and only then because of a new supermarket. So, an almost ran. However, you can enter and leave the town on the A351 without lights* or rbts. There can't be many places like that these days. Heading for the seafront, the lights can be avoided by turning left, right, across a road then down to the seafront.

*Except at school time when 2 pelicans will be busy. At other times never used.

ISTR Minehead being closed because it was attracting long-distance candidates who couldn't pass a harder test at home. Does Bala have this problem?

Back on topic I'd guess Appleby still has no traffic lights or roundabouts.

Peasedown St John (pop c6500) appears to have no traffic lights (not even ped crossings) and no roundabouts within the village. There are two on the bypass, but this is very much a boundary with no housing development sprawl over it.

St Andrews has a population of around 18,000 (varying depending on the time of the year) and while it does have roundabouts and signalised pedestrian crossings, I don't believe it has any actual traffic lights.

The Derbyshire Melbourne (6500) has just one mini roundabout and no signals AFAIK
