P.O.P. closed

A few weeks ago, when we were still allowed to travel, I saw this sign on the M6 (I think it might have been around J34, but it does all merge into one a bit):-

"P.O.P. closed ahead"

My best guess is it refers to the "mounds" that HE and Police cars sit on and perhaps POP stands for Patrol Officer Platform? but that is just a pure guess and the result of 2 hours of pondering on the journey home.....

Anyone know the real answer? I would like to know if I am anywhere close!
