A few further points:

- The DfT data covers the vast majority of sections between interchanges; coverage within interchanges (indicated by repeated junction numbers in the list) is patchier.
- I have deleted many duplicate count points. The most problematic case was various points between M6 J6 and J8 reporting identical numbers. Accordingly I've had to give numbers for the whole J6-J8 stretch.
- The highest count in Wales is M4 J28-29 with 129029 (11338 HGVs).
- The top 6 HGV counts are in the above list. The highest one that isn't is inside M25 J28 (25095, 126342 AADT).
- The lowest count was 4 AADF for Lovell St, York: https://www.google.co.uk/maps/place/53% ... -1.0820602

The entire top 20 is where you'd expect, but surprisingly the West Midlands motorways don't hit the top 20 at all.

That's interesting actually, why is this, given the 'hub' status of the Midlands Links?

Because there's enough traffic taking the M6 Toll to drop them down the list presumably.

I'm quite surprised how low they are actually, given how much of a complete... mess... the whole section is.

This makes most of the 2003 to 2005 M25 widening from J12-J15 seem like a waste of time and money, it is surrounded by equally busy or busier sections with less capacity.

14-15 needed to be done to facilitate the new junction for Heathrow T5 though. The main bottleneck is the M4 junction...

M25 J15-16 is planned for D5 ALR, to start construction 2022-23. That would leave J11-J12 as the real outlier:

I've added road standard information (e.g., D4M) to the OP. This was done manually so there may be a few errors, but I think it's quite interesting.

I used this to identify the five busiest roads below D5 standard with no planned upgrade:

I rarely see much traffic entering or exiting here (not justifying the lane drop), and I always considered it a bottleneck because it's only three lanes through the junction - the lane drop being a feature of the bridges. I used to come off here when heading for Woking, though I haven't been that way for a while. I don't remember noticing anyone doing the queue avoiding thing, and in any case the roundabout is fully signalised these days. Last time I was heading for Esher rugby club, so did the left filter lane that has full RAG signals that I think never turn red.

I guess the count includes the ground level roads. It's hard to imagine so much traffic could fit on only a two lane road.

In fact I was putting M only for motorways with hard shoulders, following the DMRB convention, so I should have put D2. The ground level roads are not three lane all the way between the junctions so they are also D2 as I account it, hence I've edited to D2+D2.

Here are the top 800 count points in GB, which also happens to be all those over 75,000 AADF. I haven't cleaned the data as I did for the 130,000+ AADFs (see OP) - this is the raw DfT data. There are therefore numerous duplicates and many refer to LA boundaries rather than junctions. For that reason I've included the latitude and longitude so you can look up the count site (just copy and paste into Google Maps). M4 J4B to J5 is 150 on this list and 125 on the curated list, so we can estimate that 17% of count points are duplicate or in some other way dubious. First, a quick and dirty histogram:
