There was a plan for a bypass that had been approved in 2018 but were scrapped in February

Could Worthing count? 110,570.

If I wanted to drive from Brighton to Chichester I would use the A27, which would mean I didn't go through Shoreham, Lancing, Worthing, Littlehampton, Arundel, Fontwell or Westhampnett, so I would describe it as bypassing all of those places. :stir:

As the A27 goes through both Worthing and Lancing, that would be quite an achievement, unless you were in a DeLorean

Sort of. It goes through the edge of them not through the centre and seems have to have had some dualling and straightening. It's not a good bypass but it at least tries to be one... :stir:

In Worthing (which for simplicity I'll define as the current day borough boundary), the A27 is still on its original alignment except a small part in the East where it bypasses the village of Sompting, therefore the A27 has not bypassed Worthing, but historically the A27 never went through Worthing so it isn't a purpose built bypass, it is just where the road is.
Nor has it received much online widening or attention either, direct access to properties and side roads are very common on the A27 through Worthing. So its not a through-pass like the A3 in Guildford, or like the A22 in East Grinstead.

One could argue that the A27 in Lancing has been bypassed, since it changed alignment through North Lancing, going to the southern side, which is a bypass, even though nowadays it still goes through Lancing, also one Lancing is more of a through-pass since direct access to the A27 is more limited, as well as being S4/D2 most of the way through.

There seems to be a little disagreement upthread as to whether places that are bypassed by major strategic routes should count. For instance with Clevedon, or the Garden Cities as mentioned by others.

I would say they don't really count.

For instance in Clevedon's case, it sits on a relatively narrow strip of land between the M5 and the coast. Any through traffic along the coast is going to take the M5, while any traffic travelling the perpendicular axis to or from the coast is almost by definition not through traffic.

Workington has a population of nearly 30,000 and has the A596 going right through the town centre, meeting up with the start of the A66. It would be impossible to by pass the town centre due to the golf course and housing.

It's a tricky one.
The A27 has never gone through Worthing, so the town was effectively pre-bypassed (you could say it bypassed the need for a bypass 😁) – I don't think the OP was clear about whether we should include towns where the strategic route has never gone through the town centre or not, if it is otherwise unimproved but not constructed as a purpose-built by-pass or relief road. But from Salvington through to Broadwater, it is pretty much exactly the same as it was 100 years ago, so I would say that probably counts.

Population 28,000, the A666 has always gone through the middle and apart from a tiny one way system cobbled together in the 60s and reconfigured in 2005 has had no major road improvements since roads were classified.

An eastern bypass was planned but never finished apart from a short length of council estate road built in the 1930s. This has since been extended south to enable lots of houses to be built.

Great Malvern?

The A449 squeezes its way through the middle of town while the B4208 starts promisingly between Newlands and Malvern Link then fades out into North End Lane, having failed to bypass anything except Morrisons, a business park and some newish housing.

Yes, I do remember when it were all just fields... :wink:
