So this thread is a combination of a few different highway projects on the A259.
The first is a project currently in construction and is dualing of the A259 in Littlehampton between the new Lyminster Bypass Roundabout (A284) and the Angmering Bypass roundabout (A280). Project Page(archive)
It started construction in 2019 and due to be completed at the end of 2022. The current road here is mostly S2 with most having a shared cycle/footway on oneside. The road will become a D2 with a shared cycle/footway on one or two sides, right turns will be banned along the entire length with u-turns made at roundabouts. There are also several toucan crossings.

The second project that has just gone to consultation focuses on 10 points along the A259 between the current A284 and Bognor Regis. 7 of them are junctions while 3 of them are Crossings/NMU improvements.

It current has start of construction dated for 2025, so there is a lot of consultations to happen first.

It is to note that here the A259 carries an AADT of 25k, as well as being the route of the NCN Route 2 which has a shared path built on the northern edge in 2018. These improvements are aimed at reducing wait times on side roads joining and bus / cycle journeys rather than through journeys, it is presumed once the A27 Arundel Bypass is complete that through route traffic levels will reduce on the A259 here.
What the changes are:
1 - Comet Corner Junction
*Replace staggered crossroads with 4 arm roundabout with bus provisions. I think this is the worst design for various reasons
2 - PRoW FP166 & FP165
*Provide crossing refuge
3 - Bairds Business Park Junction
*Add Aux diverge
4 - Oystercatcher Junction
*Replace staggered crossroads with 4 arm roundabout with bus provisions. - again this design isn't great IMO.
5 - Church Lane Junction
*4 arm roundabout replaced with a 3 arm roundabout and relocated.
6 - Ferry Road Junction
*Crossroads replaced with 4 arm roundabout.
7 - PRoW FP206
*Connects the A259 by the Climpwick Bridge to a river side footpath below the road.
8 - Clympwick Bridge
*short listed option not selected yet. Existing bridge is in need of refurbishment so options range to modifying the current bridge during refurbishment, or a new bridge.
9 - Bridge Road Roundabout
*Add crossings for NMUs (uncontrolled) and adding segregated left turn bypasses. One of the options here was for a GSJ or hamburger/banana!
10 - Wick Roundabout
*Closing of arm and upgrades of crossings.
Overall I don't agree with most of these changes. most of these proposed roundabouts would be much better as signalised crossroads, and most road crossings for the NCN2 are uncontrolled.
Other changes for the A259 in this area that have been dismissed:
*On road cycle lanes or new shared used path on the southern side for the whole length of the scheme.
*Various other cycle provision improvements on Flansham Lane, Ferry Road and FP 829 (upgraded to bridleway)
*On New Courtwick Lane (west of Wick Roundabout) convert limited junction to all-movement signalized junction (due to u-turning HGVs at Wick Roundabout)
*A259 to be widened to D2 for entire length of scheme (or parts of)
*A259 to be become D1 for entire length of scheme (or parts of)
*Reduce speed limits throughout or in part on the A259

More A259 improvements in West Sussex entered consultation today. This is for 9km of improved cycle provision as part of the NCN2.

It is being mostly funded by Highways England via the "Designated Funds Programme" as well as some S106 developer contributions.
Most of the 9km will be on a shared surface, however is fairly wide usually at 3-4m, although it does give way to side roads. In parts it will be a segregated 3m bi-directional cycleway, with priority over side roads with two floating island bus stops.
It does seem WSCC area really doing a lot for NCN2 now, with the schemes in the OP, this scheme as well as outlining in their draft Local Transport Plan for high quality cycle links between Shoreham to Brighton & Chichester to Bognor Regis. The only bit that will be left to do is Shoreham to Littlehampton.
