£40bn roads pipeline unveiled for next 10 years
"The DfT has set out almost £40bn of forthcoming work opportunities on the UK's road network, which is expected to come online over the next decade.
The department published details of 125 contracts it expects the body in charge of building and operating major roads to put to market between now and 2031."

(Some that were unclear whether a renewal like the Lune Gorge I've left in.)
A few things that jumped out at me, mostly good:
- The various LTC contracts come to £4.4bn - about a quarter of the total above, so perhaps less dominant than is suggested by the usual £7bn pricetag (which includes 60 years maintenance I believe).
- The next biggest item is A1 Doncaster to Darrington at £1.2bn. Including the Doncaster bypass that's still over £70m per mile, implying a very ambitious scheme.
- A5 Hinckley to Tamworth (£724m) and A2 Dover Access (£427m) are barely on the radar but they're huge projects!
- Chichester's back on the menu at £443m.
- £435m should make for a tasty upgrade at Lofthouse, likewise £293m at Copdock and £250m at A64 Hopgrove.
- £200m on the A19 Junctions North of Newcastle and £127m at Brenley Corner should also allow for decent improvements.
A few more concerning things:
- £443m for Tilbury Port Access surely can't just be the little S2 link previously planned with the LTC? Possibly a typo? I note the price is the same as Chichester.
- £100m for A404 Bisham Junction seems a lot for a basic grade separation, and makes me a bit concerned that £89m won't be enough at M40 J4.
- Why £86m on M6 J22 when they're skimping on more important junctions?
- £83m for M60 SE junctions and £48m for M6 Junction 15 Potteries Southern Access looks inadequate.
- Severn Resilience Package for £41m - put an 0 on it.
- £34m for A47/A1101 Elm Road Junction is suspiciously low for grade separation...
Overall though it's an impressive investment programme.

Re: £40bn roads pipeline unveiled for next 10 years
M6 J22 is because National England Agency for Highways are apparently only there to encourage more car dependency via box shed housing and huge HGV dependent logistics park. J22 has been chosen as a site for them. In an ideal world, given J22 is next to where HS2 is meant to rejoin the WCML, there would be a super freight hub here.

Number 46 M62 J25-30 - still mentions Dynamic Hard Shoulder, is that still correct?
Re: £40bn roads pipeline unveiled for next 10 years
It's the replacement of DHSR with ALR. Discussed in part here: viewtopic.php?f=1&t=42814

Oh right, so it’s a bit over edited in the DfT’s original list?Bryn666 wrote: ↑Fri Aug 20, 2021 16:36It's the replacement of DHSR with ALR. Discussed in part here: viewtopic.php?f=1&t=42814
PS, does anyone know what PCF stands for in this context?

Re: £40bn roads pipeline unveiled for next 10 years
A few of these stand out to me. Lofthouse and Leeds Gateway - have already been improved once, what's the plan going forward?
Re: £40bn roads pipeline unveiled for next 10 years
I don't know any details for the Highways England Leeds Gateway scheme.
Lofthouse has a scheme page, though it's not too informative: https://highwaysengland.co.uk/our-work/ ... terchange/ Back in RIS1 it was described as "reconstruction of the junction between the M1 and the M62 as an all-direction free-flowing interchange", which would be jolly nice, but then Wisley had a similar description...
Already "M62 J25-30 Dynamic Hard Shoulder PCF Stages 4-7 Lot 3" is quite a long name! I guess it's unnecessary for them to say that it's the removal of DHS as no DHS has been built for years and all of it is scheduled for removal. The two schemes listed here (M62 J25-30 and M6 J4-5) are the first two scheduled (see other thread).Paul7755 wrote: ↑Fri Aug 20, 2021 16:38Oh right, so it’s a bit over edited in the DfT’s original list?Bryn666 wrote: ↑Fri Aug 20, 2021 16:36It's the replacement of DHSR with ALR. Discussed in part here: viewtopic.php?f=1&t=42814
The price for the M6 J4-5 scheme is vastly higher on a per mile basis than the M62 scheme. It doesn't have viaducts like the M6 to the west and is well provisioned in terms of ERAs. Not really sure what's going on there.

Project Control Framework. Basically the stages a scheme goes through, from a glimmer in a minister's eye to actual infrastructure.
Re: £40bn roads pipeline unveiled for next 10 years
Its nice to see the new Tees Crossing got into the list. With the A19 north of the crossing being widened to D3 this would have become a real bottleneck.
Re: £40bn roads pipeline unveiled for next 10 years
Given that the Millau Viaduct cost €400M can someone explain how the Lower Thames Crossing costs about 11 times as much at £4.3B.
edit -- Just noticed #7 £600M for roads in Kent, and #42 & #44

Whatever is £848m for ? A huge widening (well, ALR) project is just coming to completion on exactly this stretch.4 M4 Junctions 3 to 12 (Various contracts TBC) TBC TBC £848,000,000
Re: £40bn roads pipeline unveiled for next 10 years
It's to pay for that very project. I didn't edit the spreadsheet for accidental inclusions and omissions by DfT.
Re: £40bn roads pipeline unveiled for next 10 years
Essentially, Stage 3 is preliminary design and Stage 5 is detailed design (although its officially called 'construction preparation'). Stage 6 is actual shovels in the ground construction.

The document has seemed to of been removed from the Govm website.
Looking at the OP there is quite a lot to take in!
Glad to see that the A27 Chichester is back on, recently Chichester District Council is having issues meeting house building targets and they have been working on getting their targets reduced, the main evidence for it is that they cannot support new developments due the A27 not being sufficient at all for any large scale building nearby, and no S106 or developer lead construction could fix the A27. Ideally Chichester needs an entirely new bypass to the North, and nearly half a billion should provide for that. The Arundel bypass just down the road is 7km and due to cost ~£400m, so a price tag of £443m for Chichester could provide for a new Northern Bypass which would be about 8km long.
Thread of Chichester Northern Bypass
Point 24 - A27 Lewes to Polegate is valued at £227m, is this only enough for a offline single carriageway at a stretch? This document says a SC would be £270m-£310 and for a DC £440 - £530) in 2016 prices. The section between the current dual carriageways is just over 15km long, so about £15m a km. Of course I'd rather it be a DC, but I am happy either way as long as it is entirely grade separated (except the junctions at either end) and designed to allow a second carriageway to be added at a later date.

Point 58 - Gatwick Airport Third Party Works
Anyone have any idea what this is? £9m isn't much compared to the rest of these, but still a lot could be done with £9m! The connection between South Terminal (Airport Way East Roundabout) and the M23 was recently improved as part of the M23 SMP, so I doubt they are going to do any more significant work on that for a while so maybe something to do with Airport Way (the little A23 spur) such as changing how to connects between the A23 (London Road) and the A23 (Airport Way) or the Airport Way West Roundabout?

Re: £40bn roads pipeline unveiled for next 10 years
I could understand it costing more because the LTC project includes substantial new roads to and from it. Couldn't comment on the 11 times as much part though.
Re: £40bn roads pipeline unveiled for next 10 years
Well sure . But one does wonder how £848m can fall into "accidental inclusions and omissions" !
Re: £40bn roads pipeline unveiled for next 10 years
The “third party works” suggest that this is the work proposed by Gatwick Airport as part of their expansion plans, meaning they will be paying for it. £9m looks like a public sector contribution to a bigger scheme. The airport proposals included changes to the spur and some free flow connections to the M23.jervi wrote: ↑Sat Aug 21, 2021 03:16Point 58 - Gatwick Airport Third Party Works

I remember seeing on the proposal for a new "second" runway would involve loads of works to the A23 & M23 spur here, however they are only perusing changes to the north runway at the moment, and there are not really any plans due to it being a relatively minor change.
Having a look on the NIP, the application does outline A23 Airport Way, M23 Spur, A23 London Road (between Longbridge Rbt & Tunnel) & Longbridge roundabout as "Potential Area for Junction Improvement Works", along with the correspondence with HE saying GAL would be looking at changes at East & West Airport Way Roundabouts.
Re: £40bn roads pipeline unveiled for next 10 years
Two good pieces of news, the A66 upgrade and the A1(M) from Darrington to Red House, two roads in the North that desperately need improvement. Last time I used the A66 from Scotch Corner to Penrith, I was stuck behind a tractor for 6 miles on the S2 section in North Yorkshire, then the road was at a standstill for 20 minutes on the S2 section near Center Parcs. Turning the A1 into a D3M from Darrington to Red House will improve this road, and replacing the elderly Doncaster by pass with a new motorway, will slash journey times north of Doncaster.
