And many similar. However in those cases it was decided that the airport/road/reservoir/mine/whatever was required and the road had to be blocked off to accommodate it. Since the government in their wisdom (Grant Shapps anyway !) granted money for Low Traffic Neighbourhoods there has been a feeding frenzy of road blocking in London. Not sure about the rest of the country though.

To be precise, in the LTN examples I have seen, the road was only blocked to motorised traffic but was clear for pedestrians and cyclists.

The former access road from the Tyne Commission Quay to the A187, which was replaced by a partly D2 road in 1993 during the Royal Quays development. The old access road is bollarded off, but beyond the bollards is mostly intact with the seventies street lighting mostly in place. I suppose with the new road being far superior and with much better signposting, the original road was closed off.

Yeah, *only* blocked to private cars, public transport including ring and ride services, taxis and private hire vehicles, police, fire and ambulance, and delivery vehicles, some rather large including removal vans which would find it very hard or impossible to turn round. And good luck getting a cargo bike through the gaps that remain. This is another road, from East Howdon to Northumberland Dock that used to connect to a shipyard. Since Smith Brothers closed, there has been no use for the road and this has joined the former access road to the Commision Quay. Sort of makes East Howdon even more of a dead end as the place can only be accessed from a roundabout on the A187 and the old A187 terminates on the edge of the village. A few recent ones here, with some very temporary looking obstructions and signage. All prohibit only motorised vehicles, anything else that will fit is still allowed through.
The first two have removable posts to allow wider vehicles through, but as the No Motor Vehicles signs have no qualifying plates beneath them I can't think what they could be legally used for (stagecoaches perhaps?) Interestingly the No Through Road signs do say Except Cycles.

Very local to me, and All Saints Road now has its bollard. My cousin used to live in this road in a south-eastern suburb of London. Looking at the map, I assume the barrier exists to stop rat-runners who were trying to avoid the shopping area of Blackfen Road:

Ironmould Lane in Brislington, Bristol used to be passable in the late 80s but you had to be brave (or using someone else's vehicle, in our case) as it was rough as anything. It was a handy shortcut around a busy junction, if you were to try it though but eventually some stout barriers appeared which can't been seen on streetview and I think some vehicle type restriction signs as well
