Judging by the location I am guessing these are preliminary works for the remodelling of the A629 Salterhebble junction, so I am claiming this as a 'roadsign'.
I imagine the thing that was "prohibative" about it was the effort required to involve someone who knew the correct word to use. Or at least, how to spell the incorrect word.

To make the sign symbolic, so it's language neutral, it would have to be unmistakable. Even if it was, there would need to be a worded "education" plate explaining what the hazard was. So "Slipway" much as "Queue likely", which is still commonly seen below a Diagram 684, despite it having been around for many years now and the presence of the queue often being blindingly obvious. There doesn't need to be, since no entry signs in those situations are not required, they are just there to reinforce the keep left sign.
