Just like this sign on the M1 near Wakefield isn't saying that Barnsley and Sheffield are in The South, but that the road goes to Barnsley, Sheffield and The South.

I've always interpreted "The North" and "The South" to be vague relative descriptions so Barnsley and Sheffield, being south of Wakefield, are accurately included. That logic doesn't work for "North Wales". This may just be another case of me being a weirdo so not having the same logic as more sane folk.
Perhaps that sign on the M6 should do something like this:

Myself, I'd say that signing manifold primary-destinations in North Wales isn't necessary at that point, nor at any point on the M6 and "North Wales" alone in some context does suffice. There are lots of signs similar to this at Westwood Cross in Thanet that assume all A-roads are primary, and put all the numbers in green patches on white signs even though the road is not primary.
This one is a bad example - the A254 has never been primary, nor has this part of the A256, but the signs suggest otherwise.

Two signs face traffic coming up the A3123 Belgrave Place towards Eaton Square. But is it the A3217 or isn't it?

The A1 is a trunk road so it's Highways England.
FWIW it lies outside County Durham, so could never be theirs, and Tyne & Wear hasn't had a county-level authority since 1986. The local authority there is Gateshead Council.

All the signs on the recent A1 widening past Gateshead are wrong. Apparently though people are really proud of the work they produce on trunk roads and I am churlish for criticising them. God help us.
