That looks like the "B" is on a separate patch that's been stuck on. I can't see why, though - the A5289 doesn't appear to exist, and any other renumbering would need the figures to change. Replacing a damaged letter?
The 8 is also quite distinctly stylised, perhaps to accommodate the multitude of reflectors!
Not an old signs expert at all, but spotted what I presume is one when driving through Leadgate a few weeks ago on the B6309 (Roman Road of Dere Street), unfortunately somewhat obscured by a satellite dish!
I've just returned from SW Wales, having taken the pretty route, as it were. Thank you to all those who have lured me to surviving pw signs, and here are some additions.
Astonishingly, I came across what appears to be a complete set of pre-pw signs in the village of Appleton Thorn, south of Warrington;

I had to check out the signs around Devil's Bridge - or more specifically Pont-rhyd-y-groes. There are, to the best of my knowledge, ten pw signs along a five-mile stretch of the B4574 which turns into the B4343, and here they are, from E to W. You can also use these to practice your welsh pronunciation!
Around 20 miles away roughly towards Lampeter some pw signs have been posted around Bwlch-llan. Close inspection reveals two complete sets, and here they are.
At the junction of the B4342 and B4576, x3.
...and, in deepest Pembrokeshire, one from 2 years ago, in the village of Dale. Clearly it was busy enough on nice days to warrant a one-way system a long time ago. and that is indeed the sea in the photo.
The treasure keeps surfacing on Streetview, this newly painted pressed metal arrow just turned up on Mersea Island, covered by undergrowth when I arrived.
