A595, near Westlakes College, there is a pedestrian crossing on the D2, but I have never seen the lights on red as pedestrian traffic is scarce. However, its raison d etre is for the few pedestrians who need to cross the A595 from the college to get to Distington as there is no other safe place to cross.

It is to allow bus priority although I'd argue that they are probably only needed during the rush hour periods. The road looks very quiet in GSV. It can be quiet during the day however it becomes very busy and congested at the peak periods.

There are other signals along that road that only operate during peak periods however the authorities don't seem to like part time signals these days.

Another example of always green left filter lights on M27 J9, and I have never seen the forward green here on the A32 not lit. (From the link you can see where it is very dim from always being on)

When this junction was signalised they figured that traffic going straight ahead would never need to stop, so didn't even bother putting a green light for traffic in that direction.

It's not quite what the OP was after but given the position of the lights it's not immediately obvious you don't have to stop.

Pah! Green arrows are ridiculous overkill.

I was doing what Lenzar is suggesting...

... back in 2006...


... with fewer signal heads as well.

These lights are perpetually on green for no reason, perhaps to counteract with the right turn lights.

There's also this example with the green filter lights, the exception being that they rarely turn off and when they do so, 99% of traffic can pass in that direction without being held up for more than three seconds.

That's quite the botch. Looks like they originally only had the right-turn signals, and put the filter arrows (and sign) in after having problems with people stopping unnecessarily? The you-must-turn-right aspects are also wrong, the primary one directly contradicting with the filter arrow. And that border is just ugly... what's with the orange at the same time as green anyway?

Heading round to the side road, they have a green ball with a no-right-turn aspect. Would be far better to have a left arrow with a you-must-turn-left aspect instead (and a TURN LEFT on the ground).

I suppose a RAG head that never changes is the only legal way to do it.

I assume using a single aspect GA without authorisation from the DfT is against the TSRGD.

This one in Mottram is always green - there's even a pedestrian crossing that doesn't get to control the light.

I don't know if this is true now, but in Germany, if you stayed at a certain speed, you would never hit a red light.
