What are the rules about audible alerts at signalised junctions where there is a single ped phase?

I'm not aware of there being any rule prohibiting an audible alert. Only a few seem to do so, though.

I can't think of any specific written guidance but it's generally accepted that you can only provide an audible alert when the ped phase is a single physical phase and none of the crossings appear on their own in other stages. I know that some engineers used to suggest that you couldn't use an audible alert if the ped phases were only on 3 out of the 4 side roads but personally I don't follow that argument.
