Looks like a very standard CCTV camera.

If it's at Dartford it's probably enforcing the Dart charge.

You have paid your Dart Charge haven't you?

It's not for enforcing anything, it's just a normal pan/tilt/zoom CCTV camera, assuming it's within the trunk road network then just for normal traffic monitoring.

The cameras for enforcing the charge will be much lower down to read number plates.

Fair enough. University Way isn't actually on the bridge anyway (obviously) although it appears to be pretty close to it.
