I have seen these on the A11 (new section). No idea what it is. Especially the netting. Is it to add some sort of animals to cross?!

They're usually installed where a historic hedge or line of trees has been severed by road construction. The thought is that they're needed to allow bats to continue to navigate around the area. This is needed because bats can live for several decades.

Bats navigated perfectly well be for these pesky humans built roads or planted hedges. As I understand it the main reason for them is to make sure the bats fly high enough above the road to avoid being hit by traffic. That said one study showed that most bats simply ignored them preferring to find their own route.
