What’s this white box ?

What’s this white box ?
An interesting item has caught my eye lately on the A899 in West Lothian - it’s attached to a lamppost prior to a junction and powered by a 16 amp socket - is it some kind of presence sensor for the junction?

Broxburn is an Air Quality Management Area due to high levels of pollution.

I nearly crashed my bike by that one - a very cold set of fingers slipped off as i let out clutch under RSA and I managed to simultaneously wheely and spin the back tyre. Really badly wrenched my shoulder on return to earth. Luckily I was only 2 miles form destination.
