Odd pelican setup - Stratford City

Came across an odd pelican setup when leaving Stratford International station this evening.

Crossing resting on all red, someone presses button changes to green man, flashing green man follows but no flashing amber, then returns to red man. Someone crosses away from the crossing but sets off a detector - flashing amber comes on for two seconds (red man still on) then green for four seconds then back to resting on all red.

Never seen a pelican behave like this before, are there other odd setups like this about?

Oddest thing about this is why you chose to record in Portrait mode. You could have captured both the ped and vehicle phases in one if you recorded in landscape...
