A2690 Bexhill - Hastings link road - "random" fences

Can anyone explain what look like "random" chain link fences at some points along the road?

Example One

Example Two

About 2m high, and about 100m long. Just can't work out what they are for!

I have discounted any wildlife function as they are discontinuuous. They are within the highway so ball stop fencing is also discounted. I would say they are connected with the particular landscape planting plots behind the length of fence which seem to have been prepared in a particular way. My guess would be to support some climbing plants to make an "interesting" landscape planting feature.
