Odd Grey Specs M62 Eastbound after J26

Does any one know what this camera is for on the M62 Eastbound. It looks like a SPECS camera but is grey. The ALR gantries have HADECS3 fitted so I don't think it is related to the ALR.

These have also gone up on the M25 with just one camera on its own at each location. I assume the grey paint is to make it clear it's not enforcing speed.
How would you like your grade separations, Sir?

Not a SPECS-enforced VSL trial is it?
