What are these rods?

What are these rods?
Can anybody identify the black rod about 1" in diameter and 50-60 cm long seen in this GSV link below which since then there are now two rods one above the other about 300 mm apart? The short stub above each rod appears to be a coil or corrugated cylinder.
Similiarly, in an adjacent residential road with a 20 mph limit. a black box like a small suitcase was attached to a lighting column with zip ties although the box itself has two padlocks holding lid closed. There doesn't seem to be a window or lens. This was in place for a week or so but on going to take a photo yesterday it had gone. I recall reading about a similar box on this forum (?) but can't find it.

My brother lives in the area and he raised the query with me so if there had been banners he would have realised the use of the rod. I also use the road infrequently and have never seen banners.
