This is exactly why the French have "TOUTES DIRECTIONS".
It may well be that my memory is imperfect, but I swear I've seen junctions in France with just a green "TOUTES DIRECTIONS" and a white "AUTRES DIRECTIONS" and no other signs.
You have; the green toutes signs means all primary destinations this way and the white means everything else.
It makes sense if you know the French sign system.

I was at Redpoint in Ross-shire in the summer, and this sign at the start of the B8056 has been changed to a ginormous one, must be about 12 feet high. I didn't take a photo, unfortunately, but someone might be able to stop by if it's on their commute or something (!) to confirm just how many names are now on it.

You will have - the trick here is to know the French sign system inside out.
Green signs = major destinations
White signs = everything else
So you are basically being told "All major destinations are this way" and "everything else is that way". It's a subtle thing but it makes perfect sense in context.
