It does appear to have had something on top at some point to fit the bolts. With the amount of rust on top it has probably been dormant for quite a while.

I was in the car park again today, and I have located another one of these box things, and they both have a pole next to them, so I shall assume they were for a ticket machine as the college now operates a permit scheme
