A little thing popped up on youtube, not much information given but demonstrations of a way of recording roadside features.

Alternatively of course they could just look at FixMyStreet

You can report on and filter the data and integrate it with local council systems as required. No pricey OS license or equipment required, the Mk1 eyeball (human) works remarkably well. Reports submitted are sent to registered councils by email, some use it, many ignore it.
