Spotted this odd set of traffic lights while in High Wycombe this afternoon - they're on Amersham Hill right by the station and appear to be permanently on green. I don't know the exact date they were installed but they have been on Google Street View since April 2012.
But my question is what exactly were they put in for? The pedestrian crossing in the background is stand-alone and does not cause these signals to change. Totteridge Road is a give way and Priory Avenue is only accessible at this end by cyclists and pedestrians, both sides are unsignalled.

It looks like they are set back from the junction to allow buses to turn left out of Totteridge Road as it's quite a tight turn for long vehicles. Another reason may be the railway birdge which looks quite old and may be too weak to support stationary lorries waiting at the lights.

Commissioned on the 20th of March 2011 to be exact. Truvelo is correct, they were added to assist buses turning left out of Totteridge Road.
