Major Incident sign on the A20, just inside M25

At some time over the last few months, the blank sign at this location has been 'unfolded' to display a red sign reading "MAJOR INCIDENT - AVOID LONDON".

It was a bit alarming to see the first time but presumably it relates to the Covid-19 closures? Are there any others?

Those are the very words that appeared on M25 VMS on the afternoon of the 7/7 attacks in London. Presumably a sign in case of a repeat.
