We've got some similar ones at the western end of the M62. They usually show adverts, but Culture Liverpool, Liverpool Convention Bureau and the City Council seem to have the ability to kick the adverts off and put up their own content as required.

Standard billboard size LED walls are becoming increasingly popular beside the main roads around the city, too. A fair few have gone in over the last few years, all of the same design and clearly sited with the oncoming motorist as the main target audience.

Greater Manchester has several over-the-road varieties, too.
A57(M) in Manchester has these

...and from the other carriageway the same one (age difference between the 2 GSVs can be taken from the image date at the bottom of the screen, or from the 2 different advertised Iphone models!!)

They aren't too bad in daylight, but are in my opinion too bright and distracting at night.

Equally distracting a little south of here is this one at the side of the road with a moving display, which when it has a blueish light changing can appear to be similar to an approaching emergency vehicle strobe light, especially when exiting from Nell Lane onto this junction
