Simon Cornwell has quite a comprehensive list of older street lights from various manufacturers.
I'm not a street lighting expert, but just looking at them my gut would say that they're a Phosco or GEC product, but I could be wrong.

Ah yes, quite possibly. Perhaps a 'Helicon'. There doesn't seem to be much information floating around on those, though.
