Strange Sign

Every time I see this sign I wonder what it is, and I cannot for the life of me find out what it's for :

Pollution Control Valve - many modern road developments drain into ponds which can be managed to control any pollution running off the road after an incident, or the necessary clean-up.

Searching Google again for these, it seems that most of these signs are written out in full. I did try an image search on the "PC V" sign a while back and found nothing.

The M65 used to have black on white signs that said "Interceptor" but they have recently been changed to the PCV signs you'd expect now.
