To be fair, that isn't a pavement, and the pedestrian "should" be using the lane on the other side of the barrier (accepting that there are no actual rules on where the pedestrian can and can't walk).
Yes after posting I did notice there was a perfectly valid pavement behind the barrier. Perhaps "mind the pedestrians who take a chance here when they want to cross the road earlier than the end of the escape lane."

I passed this one on the A52 in north Staffordshire this afternoon. Check out the sharp corner just uphill that an out-of-control truck would need to negotiate.
