I was always interested in why the street lighting on the Transpennine section of the M62 is a mix of different brands.
For example, this section:
I always wondered if they were originally planning to replace the lighting between the sections of already replaced lighting from junction 20 to 21 and 22+ or if they were only replacing older stock. One clue that this could have been the intention is that they replaced some of the centre lighting with side lighting on the bridge at 22.
Note that when looking at junction 22 in 2008, it seemed that three centre masts had been added at the end, and new slip road lighting was also put up. From junction 22, the lighting was Urbis ZX but was replaced with Urbis Saphire and new columns (guessing this was for trials; if it was successful, they would use it on other roads), in 2017 the lamps were replaced with LEDs, and in 2020 they were replaced again with New LEDs. Therefore I am guessing that this section is used for trailing new streetlighting that could be used on the road network.
Have you got any places where they started work but never finished it due to not having enough money, spending cuts etc...

There's probably a lot more to it historically but the more straightforward answer is that junction 22 of the M62 is the boundary between National Highways England Agency areas 10 and 12, consequently decision making on signing, lining, road surface construction etc. will have been conducted by entirely different area teams.
As to your second question, there are plenty of unfinished schemes around the country. A good example for you is M1 junction 21 which was supposed to be a more free-flowing affair from the M69 to the M1 but was substantially watered down to what is currently in place due to the global oil crisis of the mid 1970s.

And odd Quirk is that at junction 20 there are 2 SOX lamps that they did not remove when they put up the new ones.

What was Area 10 is very badly managed, unfinished work like this happens all the time.

Back quite a few years IIRC that part of the M62 closed after the streetlights in the central reservation were blown over by strong winds.
