whilst surfing google maps and having been to Scotland I found it interesting that TS puts 2 black rings on it's streetlighting columns. https://www.google.co.uk/maps/@56.03744 ... 8192?hl=en

It makes them more visible to people with visual impairments.
If you look many railway stations you'll see the same on lighting and other columns, although they'll often be in a colour to match the TOC's branding.

Birmingham put reflective yellow stripes round a lot of their street lights and road signs, presumably for the same reason.

Whereas in some parts of Europe, if you see a red ring around a streetlight, it means that it doesn't stay lit all night.
